Firefox 2.0.0.20 is the last ever version of Firefox for Win98 / SE / ME. Get it from here: ftp://ftp.mozilla.org/pub/firefox/releases/2.0.0.20/win32/en-US/

Then burn the setup file to CDR so you can install it on the Win98 PC.
