How can I set Thunderbird 115.4.2 (64-bit) to have html composition after a normal click on "+New"?

My copy of Thunderbird 115.4.2 (64-bit) DOES NOT offer in settings-> Composition a "Compose in HTML" choice. (It does have an HTML Style setting.)

I can only compose in HTML by ditzing around with special "hold shift" when clicking on the +New button.

The choice is account-specific. click 'account settings' and then 'composition & addressing' and the option is right on top.
