"send" button will not function in write or forward mode-works in reply

Send button is displayed but in light gray and not active. Clicking on it does nothing. Not working in write or forward but is active in reply mode. Spelling button also inactive-- attach, security and save are active Thunderbird 38.6.0

Did you enter a recipient email address into the To: field?
