8/7/15 1600 PDT. Brand new HP laptop with Windows 8.1, Internet Explorer 11.021.

Downloaded Firefox installation file from Mozilla web site (twice, from 2 different Mozilla web pages). File name is odd: "Firefox Setup 39_0_3_exe" (no .exe). File size is 40,105KB. File does not open (of course). [File Explorer set to show file extensions, to full file name is "Firefox Setup 39_0_3_exe".]

Manually changed filename to "Firefox Setup 39_0_3.exe". Still does not work - get Zip error "Cannot create temp folder archive".

Suggestions? Thanks.

Firefox Setup 39_0_3_exe Can't say that I have ever come across a Mozilla server that substituted underscore characters for periods in the version number. Firefox Setup 39.0.3.exe is the 'format' I have always gotten from Mozilla.

Did you try downloading from here? https://www.mozilla.org/en-US/firefox/all/

Try to boot the computer in Windows Safe Mode with network support (press F8 on the boot screen).

Thanks, everyone, for your suggestions. Yes, I did download from en-US/firefox/all.

The ultimate solution was to change ownership on various file folders. Then, the file name and installation proceeded without problems.

This still does not explain how my configuration of Windows 8.1 on my new HP laptop caused the filename to change from .exe to _exe. (This did not occur on my wife's Sony Windows 8 laptop.)
