Links within PDFs displayed in a Firefox browser do not work in any way. Clicking on them has no effect. The links in the same PDF viewed in Internet Explorer 8 and Safari 5 work correctly. Firefox also does not display the PDF bookmarks which have been set to automatically appear in the PDF properties.

It is already fixed in a future version of the built-in PDF Viewer.
The current Firefox 27 beta release still doesn't show the links properly using version 0.8.641, but the current Aurora 28.0a2 build does show the links to the Appendices properly using version 0.8.759.
So that would mean that when Firefox 28 gets released in March it will work for users with this Firefox version.

It does work with the PDF Viewer 0.8.649 version available from the Add-ons website.

Some links show as resource://pdf.js/web/ in the PDF Viewer that is part of the current Firefox release, but the latest development version on the PDF JS viewer shows them properly.

I haven't tested the latest stable version that is available from the Add-ons page, but the development version from the GitHub website worked for me in this case.

The latest stable version of the built-in PDF viewer is available as an extension and with some PDF files performs better than the version shipped with the current Firefox release.

I don't quite follow what you're saying although I appreciate your help...

My biggest concern is not about my own ability to view PDFs in Firefox, but that when the hundreds of thousands of people who will be viewing them on this government website are unable to use them properly. I can't tell them to install extensions etc.

Is there any chance that an updated version of Firefox will be released with fully working PDFs? Do I need to submit it to a bug team?
