I have not been able to export the bookmarks as an html file since upgade to 9.0.1. I cannot import FF9.0.1 bookmarks into Konqueror or into Epiphany. The only bookmark file I find is json files in the bookmarkbackups folder

Found this: Click on Bookmarks in menu, Choose Show all bookmarks. Click on Import and Backup, then hover the cursor over Export Bookmarks in HTML, then click left mouse button and hold for at least 5 seconds and release over the Export Bookmark in HTML button. Save File As... Dialog opens - Save the file.
