How to restore downloads that were deleted by mistake?

I checked "Downloads" by mistake when clearing history. I can see the files when I search on my computer but they do not work. Have I deleted them forever?

In the past, this has been an issue where the downloads are removed when you clear the cache. However since I think it was fixed, check the Downloads folder with a folder navigation app. I currently use ES File Explorer.
