How do I throttle back the Thunderbird mail merge to 8 or 9 seconds per email?

You can not.
Click the two blue moniors in the bottom left corner of Thundebird to go into offline mode. Do your merge. Click again to return to online mode.
That does fix most issues with mail merge and multiple sends from accounting packages like MYOB where things start to fall over themselves.
