The backup function creates a JSON file, when you exportHTML you get a bookmarks.html file.

You need to import an HTML file, and restore a JSON file.

Firefox knows what to do with a JSON file when the user goes to restore it. Windows needs to be told what a JSON file is associated with, but there are programs other than Firefox which might use a JSON file for data storage, so creating that association isn't advised.
