Websites know your rough location by IP address.

IP addresses are assigned to companies that provide addresses to customers. Those companies only operate in specific regions. This can narrow the IP address to a specific state or province. More data can be discovered when customers make searches or use websites that are location specific that data is recorded and linked to that IP address. Examples of this are reading local newspapers or looking up local weather can be used to determine the rough location of an individual IP address. Assuming the user's location by IP address is not always correct. While on my mobile provider network sometimes I am thought to be in in a city around 300 km away.
