Update the Flash plugin to the latest version.
Isn't there a toolbar above that editor with buttons to make text bold on underline text, like on this forum?
If there are icons then they probably do not have a shortcut key assigned.
Make sure that you do not block JavaScript settings and preferences for interactive web pages
