You do not need to sign in to a Firefox Account for most things. Cookie settings are stored locally, and it's optional to share those changes with your other Firefox installations through Firefox Sync. Does that make sense?

Of course, some changes to cookie settings may breaks how sites work, so keep an eye out for that and let us know if you have any follow-up questions.
