When I use the "Open All In Tabs" option in a bookmark folder, sometimes it will open all bookmarks in "new" tabs and sometimes it will reuse open tabs, overlaying currently open pages. This option should always use "new" tabs.

I believe this is a known issue. Bookmarks will open, by default, on the current tab. If you open "all in tabs", they will appear on new tabs only if they need more tabs to open... I don't know exactly how this happens, but it is a known issue, I believe.
