I either want to be able to block private browsing completely or be able to at least set a password for anyone to even be able to use private browsing. Is there any way to do this?

There is no option to disable or password protect private browsing. Even if such an option existed, it is easy to hide browsing traces using the clear recent history option.

An alternative approach is to use a parental control application such as the free K9 Web Protection (http://www.k9webprotection.com), with it you can block access to categories of sites that you do not want people to access, and it keeps its own log of sites visited.
