Is there no way to open view pdf online without downloading it.?

I recommend that you update to the latest version of Firefox for android available from the Google Play store.
To be able to view anything online, it needs to download to your browser - that is what happens when you view a web page. Firefox for Android now displays .pdf files when you open them, instead of having to be saved to a separate folder first.

Thanks. Where else can I get it besides the Google store?
You can also download and sideload Firefox for Android from https://archive.mozilla.org/pub/fenix/releases/, but this is not recommended and may not update.
