Can't change the lanuage into german. Always menu bar appears in English

Wenn ich auf Option gehe um die in dem Menu und Taskbar angezeigte Sprache in Deutsch zu ändern, geschieht nichts. Sobald ich Firefox neu starte wird alles wieder auf English angezeigt.
