How I do I switch the the Mail Toolbar to be on top of Menu bar

I want to move the positions of my toolbars, not the contents of the toolbars.

I had done that a long time ago. I don't think it is possible any more.

Thanks for responding...I figured as much, but was hoping I missed something, darn! My work routine is out-of-sync with this change!
