Normally the website will run a script to trigger a permission prompt. Firefox will show a panel near the left end of the address bar asking if you want to receive notifications from the site. On some sites, this could happen from any page, while on others, it may be set up from a settings/options page or some other area.

Does the site have any instructions on how to do it?
