i can't successfully download firefox 28.

it always stop at Size: 54907 Kb Files: 61 Folders:10.

what should i do to fix this?

Try downloading the fulll package as opposed to the compressed 7zip archive that is available on firefox.com

downloaded the file with 27.6 MB (29,028,352 bytes).

still nogo :(

Try clearing out your %TEMP% directory before installing 29. (go to Start and type %TEMP%)
