I could not send emails the last few days. I changed all of the smtp settings. No luck.

"The message could not be sent because connecting to Outgoing server (SMTP) smtp.comcast.net failed. The server may be unavailable or is refusing SMTP connections. Please verify that your Outgoing server (SMTP) settings are correct and try again"

Then My wife told me she received an email from them a few days ago about 3rd party email apps. I never received this for the main Xfinity account. Go figure.

While TB 102 supports TLS 1.2, your Windows 8.1 system might need an update to make TLS 1.2 supported by the OS. This is not related to the Xfinity settings in TB.

Thunderbird has supported TLS 1.2 for a long time, and even supports TLS 1.3. No problem there for you. Thanks for asking.
