There is only one global setting for downloads, but maybe it's related to the application setting? You could an experiment here:

orange Firefox button or Tools menu > Applications

In the search box, type JPEG, then pause until the list is filtered. If the setting is "Always Ask" try "Save File". Does that work?

Ive already tried that it gives no file types for pictures of any kind.

I wonder why. You could try clearing customizations to your download actions list. This involves renaming a file in your personal Firefox profile folder. This article has the steps:

Unable to download or save files | Troubleshooting | Firefox Help

Note: if Windows will not let you change the file extension, you can rename the file by adding OLD at the beginning.

I have done that and it still doesn't solve my problem. it only prompts the download location not the prompt i need which is the ability to tell it NOT to prompt me at all.

and the tools menu still doesn't give me the manual option to change it.

I'm stumped. The global setting really should be global.

(By global setting I mean:

orange Firefox button or Tools menu > General > "Save files to")

I can't think of a reason that Firefox would ignore that setting just for image files if there isn't some inconsistent instruction in the Application settings.

My only other thought would be an interfering add-on. You could test in Firefox's Safe Mode to see whether that is an issue.

First, I recommend backing up your Firefox settings in case something goes wrong. See Backing up your information. (You can copy your entire Firefox profile folder somewhere outside of the Mozilla folder.)

Next, use Help > Restart with Add-ons Disabled to restart Firefox's Safe Mode. Ignore the checkboxes and click Continue in Safe Mode. (Be careful not to "reset" anything permanently if you didn't back up.)

If the problem site(s) work, then most likely one of your add-ons has changed Firefox's normal download behavior.

Try to delete the file mimeTypes.rdf in the Firefox Profile Folder.

Try to read previous answers... this has already been suggested and didn't work.
