How do I get the "Run" option instead of just the "Save" option when installing a program that is a binary file?

I was trying to run a program on Microsoft's site. In Firefox, I only get a "save" option for the binary file. If I go through Windows Explorer to get to Microsoft's site, I get "Run" and "Save" options, and I can choose to run the program without having to save it.

Yes same dang thing here, ratten-fratten-dangblast it. Every single program download is that stupid binary file thingy. I do the same thing heck with firefox I use IE to getter done.
