why doesn't firefox grey-out file destination when ask where to save downloads checked

The "ask where to save downloads" option does not work. It always downloads to the default folder. When you check the AWTSD box, it DOES NOT grey-out the "save to" folder destination. So I'm not sure where the error is. Is it because the "save to" folder is not greyed-out that it saves to that folder, or is it because the check box for "ask where to save downloads" doesn't actually enable the "save to" pop-up window? The "Save files to" folder is the default used for auto-saving. Firefox auto-saves in several cases, including:

  • PDF is set to "Open in Firefox" and the server sends a Content-Disposition:attachment header to bypass opening directly as web content
  • On the Settings page, the content type has "Use [relevant application]"
  • For files where Firefox shows the download dialog, choosing an "Open With" option

There are some workarounds depending on the type of file. Can you explain which ones have problems?
