FF 57: How can I move the address bar up next to the menu bar, as I could in previous versions?

In the previous version of Firefox, I was able to move the address bar up to the right of the menu bar, along with useful control icons and some bookmark icons. In the new Firefox 57 Quantum, this doesn't work from the Customise panel- the address bar stays below the tabs, wasting vertical space. How can I shift the address bar back to where I want it?

If it turns out that it is not possible to move the address bar up, then WHY? Is it a bug? Is it an omission? Will it be corrected? Or is it intended to remove this very useful feature, and if so, for what possible reason?
