The easiest place to do it is in the Library window. You can open that using either:

  • Ctrl+Shift+b
  • Bookmarks menu > Show All Bookmarks

Then you can create folders and move items into them, move folders and items around, etc. More info: Use bookmark folders to organize your bookmarks.

Warning: The Library has a Views menu with Sort on it, but that is only for the Library and doesn't change how they appear on the menu/toolbar. I suggest never using that part of the menu because it will cause problems getting the order you want. If you need to use it temporarily, change it back to "Unsorted" to see how it actually appears on the menu. (Or close the Library window and then open it again.)
