for #2 blame Adobe as they have not supported Android with Flash Player Plugin since last update on September 10 2013 as you can see on https://helpx.adobe.com/ca/flash-player/kb/archived-flash-player-versions.html

Mozilla stopped supporting this old vulnerable Flash Player Plugin years later as of Firefox 56.0 and later. I am not suggesting you use a old vulnerable version of Firefox just to use Flash on Android.

The Puffin browser process web pages through cloud servers which is why it can view Flash content.

Mozilla has no plans to make a Flash Player Plugin of their own for any OS. No need to for desktop and it would be a lot of work for to bother for Firefox on Android.

Mozilla did experiment with a player to make swf as HTML5 but Shumway has been discontinued since 2015. https://en.wikipedia.org/wiki/Shumway_(software)

Besides Adobe is in process of discontinuing their own Flash Player Plugin with End of Life in late 2020 so at that point any websites still using Flash for video, audio, games will be outdated or behind the times.
