Turn automatic updates off, works with "Admin" account but not "User"

I am working in an environment where Public users have a restricted profile, When using any Firefox updates newer then 22.0 it will freeze continuously without fail. Along with this we are Happy to allow users to stay on version 22.0 until we perform a new image which will update to a working version for us.

Our problem is that Firefox automatic updates have been disabled, on our admin account its fine, updates are off and do stay off.

On our public profile this is where we get a problem. Every time we select do not automatically update option or even check for updates but let us choose to install them and apply the change, then close and reopen the browser the change has not stuck, And yet reverted back to "Automatically update".

Super annoying problem for us as we have had to remove Firefox over all of our PC's due to complaints of the program not loading blank white page and program halting.

Is the Firefox profile folder included in this image and restored on each start?

If you restore a profile that has the default update settings then this can happen.
