touch screen scrolling in some sites not working, act like click and drag

Safe mode does not change behavior! When starting or restating firefox all tabs/sites work correctly but returning to some tabs/sites then the touch screen scrolling does not work. most sites work fine. example of offending sites http://news.google.com/ >>also touching the scroll bar does not work, it jumps and the bar is distorted http://mail.google.com/ >>also touching the scroll bar does not work, it jumps and the bar is distorted http://www.meetup.com/find/ please help so I do not change to Chrome

Have this scroll not working problem and have noticed that I can scroll the first time I enter a website, however if I click outside of the frame/page area eg click on the link area and then try to go back and scroll by touch then it will not work. Win8 on HP Envy X2 with FF22.0
