How to permanently disable firefox version 118 translation?

Dear Support,

Congratulations on implementing the most annoying feature I've ever seen in Firefox to date!

I've followed the suggested solution I found here: https://support.mozilla.org/en-US/questions/1425496

However, after rebooting my machine today, it appears the settings have been reverted and the stupid popup dialog is back.

I'm running Firefox in full privacy mode in case that matters.

I need a _PERMANENT_ way to disable the new translation function.
