All the user names and passwords were accidentily deleted from my wife's Windows 7 PC. Is there a way I can find and restore them

Not unless you have a backup of the signons.sqlite file and the matching key3.db file that stores the encryption key.
Were those names and passwords removed in the Password Manager or by removing files in the Firefox profile folder?
