Where are you trying to move the bookmarks?

Is that in the Bookmarks Manager (Library) or in the Bookmarks sidebar or elsewhere?

You should be able to drag them around or use cut/paste to move them to a different position or folder.

You should be able to drag them around or use cut/paste to move them to a different position or folder.
