http://www.mozilla.org/en-GB/thunderbird/features says "Under the Help Menu, you can find the Migration Assistant to help you set up Thunderbird the way you want it. If you liked the old toolbar from Thunderbird 2, you can quickly make that change with the Migration Assistant." Migration Assistant isn't listed under Help.

Using v24.6.0.

Migration Assistant was removed some time ago, but I guess the Features page for GB wasn't updated to match the one for the US.

Right-click the Mail Toolbar, Customize (or AppMenu/Options/Toolbar Layout) to add or remove buttons and rearrange toolbars.
