Save as "HTML only" saves only the main page code without modifying the code and doesn't save other files like CSS and JavaScript files and images, so you can't open that page directly.
If you save the page as "Web page, complete" then Firefox saves those other files as well and modifies the HTML page to load those items locally.

If you want to open the page and see it like when you visited the site then you need to use "Web page, complete" to save the website.
