Do you currently have the PP set ? Do you currently have logins stored in the Password Manager (about:logins)?

Can you change the PP in the Security Device Manager ?

  • Settings -> Privacy & Security -> Certificates -> Security Devices

Select "Software Security Device" in the left panel, you should then see "Change Password" in the right panel (you may have to zoom out the page).

Normally either Login or Logout would be enabled, but in your case both are disabled. This could be a problem with key4.db.

You haven't answered whether you currently have logins stored in the Password Manager (about:logins page) as (re)moving both logins.json and key4.db would get your logins to get lost.
