When I move the cursor over the bookmarks bar the Tabs bar opens and closes causing the bookmarks to move up & down and prevent the cursor from using the bookmarks bar, How can I fix that?

Normally the Tabs bar is pretty distant from the Bookmarks Toolbar, and if the Bookmarks Toolbar is displayed, the Tabs bar also is displayed. So this scenario is a little difficult to understand.
Does this occur in regular views or only in "full screen" views where the toolbar are supposed to roll down on demand?
Have you customized your toolbars using a userChrome.css file?
