I would like to know how I can get the copy and paste under the tool bar to work. They won't highlight so I can use them?

When I go under edit on my toolbar the copy and paste and cut won't highlight so I can use them. what do I do to be able to use them?

{Ctrl + C} and {Ctrl + V}

Do you get a context menu with those edit actions when you right-click?
