I'm curious why cookie privacy is set up to either allow all and make exceptions for denials or to deny all rather than the more convenient deny all and make exceptions to allow some?

Who really knows what's in the mind of the developers when they come up with options?? At least with Firefox you have the option to install an extension that (might) offer the options that you want. It's just a matter of finding and installing an extension that does what you want Firefox to do.
