I am trying to send emails (not replies) and I keep getting a scam message which blocks sending email. See below

Hello

Thunderbird is a mail client. That means that it is not sending messages on the Internet by itself, it works by connecting to a server, it's the server's job to send on the Internet. The server is refusing your mail, and Thunderbird is just reporting the mail server decision. You have first to ask the mail server admin, most probably your Internet provider, the why and how this spam classification decision has been taken.
