I prefer to answer questions posed in an email inline (directly under the question). Note in attached screenshot, forwarded email is an attachment and the body is empty. .... image upload (below) seems broken. Screenshot is here: http://www.volcano.net/~ted/1.gif

Under Tools/Options/Composition/General, do you have 'Forward messages:' set to Inline? You can also right-click a message, Forward As and choose Inline or Attachment.
