who set the default paint to screen delay for 500 ms

Ahem. The modern IBM THINKPAD 1.0 processes at 100 megahertz. My octocore s7 edge processes at cluster speeds of. 3 nanoseconds. The default me for windows Firefox is 50 ms. The actual minimum for Firefox 30.6 was 11 ms. In Firefox 6.0 using modern architecture I achieved proper rendering(even while thrashing) at. 7 ms delay. So I'll ask again. What person made a 5000000000 nanosecond delay for paint to screen in about:config on androids? Please send this along I think we have a Google chrome employee in our midst.
