I have seen many posts that blue theme frame is not good. How to change this to usual which was inside version 28?

Need help as Features Themes do not work well and it is usability issue.

This question is actually from 2004.

As I understand blue is related to XP (Windows) and it was possible to be changed by Click Advanced and choose Active Title bar

this is no longer option inside V 29.
