When I launch the browser to use the www.effer.gsa.gov, it states it is not a trusted site. and the additional message is below

I tried to connect to the www address and it informed me that the certificate was only valid without the www. So I tried it without the www and got the same error you got. To get a little more insight into what was happening, I tried to connect through a proxy. The proxy told me the GSA site was asking for a client certificate in order for me to connect. Does that ring a bell?
Yes, and I will attempt that and if it works or not I will inform. I will not be able to work on it until later in the afternoon.

This is the message that showns and this is as far as I can go. I do have a certificate, but have never used it until noe and now I cannot because of this problem. See below the message.
