When I try to drag a website to my desk top to create a shortcut, I get a message that says "access denied". How do I fix this?

I put my pointer on the website ID icon in the URL address window (on the far left) left-click and drag it to drop it to my desktop. Then I get the message "Error moving file or folder: Access Denied"
