My Panorama button is missing and Ctrl+E is ignored. 4.0b10
Per the subject line. Before my last system reboot, Panorama was fine. Now the feature is gone -- along with all the open tabs represented by the other Panorama groups I had!
I only just noticed the change, but perhaps it happened earlier, after reboot, when Firefox updated itself. But I could be wrong about the precise timing and, in fact, I think I HAVE used it since the last reboot.
Honestly can't think of anything I've done to cause it to go. Exiting and restating FF doesn't restore it. Good feature, miss it badly. And the open tabs that were lost!
Chosen solution
Try {Ctrl + Shft + E} for the keyboard command.
Look in the Customize Palette to see if the button is there.

1. Yep, Ctrl+Shift+E works. Perhaps I misread the key sequence in the Panorama intro article when I went looking. All my tab groups are fine.
2. Options|Toolbar Layout did show the Tab Groups icon (different name, that), and I was able to drag it back where I expected it to be, once I figured out how the layout-changing concept was supposed to work.
Thanks!
For anyone having problems with the shortcuts, here's two experimental plug-ins that may help:

Have fun! ;)
I do see the palette button in Ctrl-Shift-E, but not while browsing. And I can't find the "Customize Palette" nor "Options|Toolbar Layout did show the Tab Groups icon" suggested in comments.
You can use Ctrl + Shift + E for panorama. Once you have created groups of tabs you can switch between them using Ctrl + ` or Ctrl + Shift + ` just like Ctrl + Tab and Ctrl + Shift + Tab for individual tabs. The ` button is on top of the tab bar.
