US govt site can't be accessed -- "No Client Certificate presented" error

I am trying to access US government sites that require certificates in order to be accessed. I recently downloaded Firefox onto my Mac (Mojave) and imported all of the certificates, which show up under the Authorities tab in the Certificate Manager. I also added an exception for a couple of sites to turn off the pop-up blocker. However, no pop-ups appear to allow me to choose a certificate, and instead I get this error:

Why is this happening?
