Cannot get Adblockplus to install, says it times out due to no connection

I have gone into Firefox and changed the permissions to allow Adblockplus to be installed and also under the security section to allow add-ons as well. After each change, still get the same message that Firefox won't allow the site to notify me and after attempting to download the file, it says there was a problem with the connection.
