I am having the exact same problem as this user. "For the last month or so any Youtube video I watch takes around a minute before it starts playing. I have cleared my cache and cookies numerous times. I actually formatted my computer and upgraded to windows 8.1 today and this problem still persists. I had adblock enabled but I tried to disable that and the problem remained. I have also tried both HTML5 and the Flash versions of Youtube and nothing worked.

I have tried safe mode and a reinstalling as well. If i restart my computer the problem goes away temporarily but then comes back within 1 hour.

If you have problems with current Shockwave Flash plugin versions then check this:

  • see if there are updates for your graphics drivers
