Why am I restricted to 12 recent sites in the Dropdown bar?

I have Firefox 40.0.3. When I click the Down arrow in the dropdown, the max number of frequent sites is 12, and there is no scrollbar. I'd like to have far more options with recent/frequent sites, scrollable with a scrollbar after the dropdown is shown. This was the case in prior browsers. I do NOT want to type anything in and auto-complete, I want to select with the mouse from a scrollable dropdown.

I don't know who decided on 12 but there is a way to enlarge that number. Perhaps you had done it before but because of a Refresh or other reason, the setting was reset?

(1) In a new tab, type or paste about:config in the address bar and press Enter/Return. Click the button promising to be careful.

(2) In the search box above the list, type or paste URLB and pause while the list is filtered

(3) Double-click the browser.urlbar.maxRichResults preference and enter the desired value, for example, 30

To test, launch a new window by pressing Ctrl+n, this change doesn't seem to affect the window in which you make the change.

What do you think, is it useful to have a much longer, scrolling list?
