Which download are you using? If the one on the regular page isn't working well, you could try this page:

https://www.adobe.com/products/flashplayer/distribution3.html (for "Plugin-based browsers")

After installation you should find the DLL here (this is for Vista and newer, and most likely your 64-bit system as well): 

C:\Windows\SysWOW64\Macromed\Flash

Check for: NPSWF32_17_0_0_134.dll
