certain good staff in my office often watches youtube. if i directly and strictly block youtube, then they would be unhappy. so i want to just slightly decrease the access speed. so that they just blame the internet connection. can i do that in firefox? how? thanks in advance.

Not possible within Firefox. You need the help of the local area network administrator [if you have one]. And if all those PC's aren't connected thru a local server you will probably need to 'tweak' the router those PC's are connected thru. Either of which is beyond this forum.
